These differences may result from the fact that many of the anti-apartheid civil society groups and freedom fighters in South Africa had been deeply involved in litigation against forced resettlements and cared deeply about the people who had been removed.

Representative to the United Nations Economic and Social Council (1950–53), when he introduced a resolution that would make land reform a global economic program of the United Nations: “A nation of insecure tenants and rootless laborers, who see little hope to better their lot, is an unstable society, subject to sporadic violence and easily persuaded to follow false leaders” (Lissner 1951, p. 53). The end of colonialism triggered significant redistributions of land in the Middle East and North Africa (Algeria, Egypt, Iran, Iraq, Pakistan, Syria, and Tunisia).
